I use Paintshop Pro 9,

other versions can be used too.

 The FTU scrap kit Sweet Nothing by Bluedream Designs HERE

Font: Mister Television (PTU) HERE

Open 500 x 500 white

Add Frame 3

Image > Resize 85% - Smart Size

Layers Palette > Duplicate

Go to original layer

Adjust > Blur > Gaussian Blur > 15.00

Adjust > Add/remove noise > Add noise >

35% - Uniform

Go to the copy

Magic wand - click inside

Selections > Modify > Expand > 3.00

Add Paper 10

Selections > Invert

Delete

Deselect (CTRL + d)

Move the paper underneath the frame

Add Frame 6

Image > Resize 83% - Smart Size
