Supplies needed:
I use Paintshop Pro 9,
other versions can be used too.
The scrap kit Irish Charm by BluedreamDesigns HERE
Mask_287 by WeeScotsLass HERE
Font: Anglia Script Enhancement (PTU) HERE
Open 500 x 510 white
Add a paper
Layers> Load/save mask > Load mask from disk
> Mask_287
Layers Palette > Merge > Merge group
Duplicate the layer twice so you have three of them
(Skip this if you're not animating)
Go to the first layer
Alien Skin Xenofex 2 > Constellation
Do the same with layer 2 and 3
Click on Random Seed
Add a frame
Drop shadow
V&H: 1
Opacity: 77
Blur: 7
Add your tube
If necessary, remove excess tube at the bottom
