Supplies needed:
I use Paintshop Pro 9,
other versions can be used too.

The PTU scrap kit Snowy Nights by my lovely friend Simone HERE
or use another similar FTU winter scrap kit
Template 68 by Missy HERE

Open template68 in your PSP
Copy the template by SHIFT + d
Close the original template
You can resize later if necessary
Delete the copyright info
Add a paper
Resize it smaller
Layers > Load/Save mask > Load mask from disk >

Layers palette > Merge > Merge group
Highlight a template layer
Click inside layer with the Magic wand
Selections > Invert
Add paper (paper3)
Delete
Deselect (CTRL + d)
Repeat this with all the template layers
choosing different kind of papers
On the Frame1 layer
When the "ants" are moving
Selections > Modify > Smooth
Smoothing amount and corner scale: 5
Check both Anti-alias and Preserve Corners
This will make the jagged edges of the frame better
On all the template layers
Drop shadow
V&H: 1
Opacity: 70
Blur: 5
On the tube
Drop shadow
V&H: 1
Opacity: 70
Blur: 5
Add embellishments
On the laying down Swirly Ivy 1
Drop shadow as above on all elements
Add your tube
Drop shadow as above
Add your name and copyright
Drop shadow on your name as above
Merge all layers - if you do not animate
Save as .png
Animation:
Click inside the frame
Selections > Modify > Expand > 5
Layers Palette > duplicate the paper
for the frame background layer x 2,
so you have three layers
On each snow layers VDL Adrenaline - snowflakes
On the snow layers 2 and 3
Move the random seed button
Hide (x out in the layers palette) all snowflakes layers except layer 1
Merge > Merge invisible
Copy (CTRL + c)
Go to AS
Paste CTRL + v
Go to PSP
Undo
Hide snowflakes layer 1
Unhide snowflake layer 2
Merge > Merge invisible
Copy (CTRL + c)
Paste as Current after current
Go back to PSP and repeat with snowflakes layer 3
Select all layers (CTRL + a)
Right click on one of the layers
Frame properities > Speed > 30
Save as .gif
