Supplies needed:
I use Paintshop Pro 9,
other versions can be used too.

(under garbage collection)
The scrap kit Holiday-partII by BluedreamDesigns HERE
Mask 25 by Butter HERE
Font: Al Meaningful (PTU but cheap) HERE
Open 500 x 600 white
You can resize later if you want to
Add Sea paper
Layers> Load/save mask > Load mask from disk
> Mask 25
Layers Palette > Merge > Merge group
Duplicate the layer three times so you have four of them
(Skip this if you're not animating)
Go to the original layer
Adjust > Blur > Gaussian Blur > 10.00

Go to mask layer 1
Freehand selection tool - draw in the circle

Eyecandy 5 > Ripple >
Waves small and blurry
Then go to the tab Basic
Uncheck Draw outside selection
Do the same with mask layer 2 and 3
Click on Random Seed
Deselect (CTRL + d)
Add a frame
Image > Resize > 80%
Duplicate it in the Layers Palette
Go to the original frame layer
Use the Raster Deform tool to move the frame sideways
(Or Free Rotate)
Look at my tag for reference
Click inside the windows with the Magic wand
Selections > Modify > Expand > 3
Add a paper under the frame
Selections > Invert
Delete
Deselect (CTRL + d)
Drop shadow on the frame
V&H: 1
Opacity: 70
Blur: 4
Do the same on other frame layer
Use another kind of paper
Drop shadow on the frame as above
Add your tube
Drop shadow
V&H: 1
Opacity: 70
Blur: 4
